Changes to the procedure and conditions for providing psychological assistance to war veterans, their family members and certain other categories of persons

In order to improve the mechanisms for supporting the physical and mental health of veterans and their families, the Resolution of the Cabinet of Ministers of Ukraine «On Amendments to the Resolutions of the Cabinet of Ministers of Ukraine dated November 29, 2022 No. 1338 and dated March 18, 2024 No. 307» dated December 24, 2024 No. 1480 introduced changes to the procedure for providing psychological assistance to war veterans, members of their families and some other categories of persons.

The innovations create an opportunity for maximum realization of the potential of specialists who provide psychological assistance, stimulate their professional development and advanced training. This will ensure an increase in the quality of assistance to veterans, members of their families, families of fallen Defenders, and bring the standards of work of psychologists in Ukraine to a new level.

As part of the changes, the amount of compensation for psychologists' work is increased by adding additional coefficients and surcharges for work experience, specializations and certifications, academic degrees and titles to the basic rate, ensuring a transparent approach to tariff formation.

Thus, the amount of compensation for the provision of psychological assistance will increase three times or more, depending on additional criteria defined by the resolution, and will allow for a significant increase in the remuneration of psychologists who help veterans and their families.

The main administrator of budget funds for these purposes is the Ministry of Veterans Affairs of Ukraine. To become a service provider and receive compensation from the Ministry of Veterans Affairs, you must submit an application to the Register of Subjects Providing Psychological Assistance to Veterans and Their Family Members.

Budget funds are allocated to reimburse the cost of psychological assistance services in accordance with agreements concluded with service providers that meet the requirements of the relevant Procedure approved by the Government on reimbursement of the cost of psychological assistance services provided, taking into account the levels of psychological assistance, except for those that have a license to conduct business activities in medical practice and have concluded an agreement on medical services for the population under the medical guarantees program with the National Health Insurance Fund of Ukraine.

When concluding contracts for reimbursement of the cost of services with third-level service providers of the Ministry of Veterans Affairs, the number of multidisciplinary teams they have formed is taken into account.

By Resolution of the Cabinet of Ministers of Ukraine dated December 24, 2024 No. 1480, the Procedure was supplemented with norms on the implementation of control and accounting for the provision of psychological assistance services, and the assessment of its quality, which are carried out with the involvement of structural units on veteran policy issues.

Managers of service providers are personally liable for the inaccuracy of the information provided on the list, volume and quality of services provided that are subject to payment for the reporting period.
