Due to the full-scale war, rehabilitation has become one of the most sought-after medical services.

Professional rehabilitation assistance to restore the skills necessary for daily functioning and active living may be required as a result of surgery, injury, long-term treatment or illness. Depending on the diagnosis, patients may need orthopedic, cardiorespiratory, psychological, neuro- or other types of rehabilitation. Anyone can receive free rehabilitation assistance in a stationary setting, regardless of their place of residence and registration.

The medical guarantees program includes the provision of free rehabilitation under the package “Rehabilitation assistance to adults and children in inpatient conditions”. Internally displaced persons can receive rehabilitation services in any of the 319 institutions in the country that have concluded an agreement with the National Health System under this package.

To receive free rehabilitation care in an inpatient setting, you can:

– by electronic referral. The referral is created by the attending physician, in particular a doctor of physical and rehabilitation medicine. With an electronic referral, contact a medical institution that has a contract under the package “Rehabilitation care for adults and children in inpatient conditions”. - upon transfer, if a patient after treatment in a hospital requires further rehabilitation during the post-acute and long-term rehabilitation periods, he may be transferred to another medical institution or clinical unit of the same hospital. It is not necessary to receive an electronic referral separately upon transfer.

Internally displaced persons, as well as other citizens who need rehabilitation assistance in inpatient conditions, are guaranteed the following free services as part of the package:

– Initial, staged, final rehabilitation examination by a doctor of physical and rehabilitation medicine, specialists from a multidisciplinary rehabilitation team.- Establishing a rehabilitation diagnosis, drawing up an individual rehabilitation plan and rehabilitation therapy program.- Determining the rehabilitation prognosis for planning a further rehabilitation route.- Laboratory and instrumental examinations.- Consulting by doctors of other specialties.- Providing neurorehabilitation and/or orthopedic rehabilitation, and/or cardio-respiratory rehabilitation and other types in inpatient conditions during post-acute and long-term rehabilitation periods in accordance with the drawn up individual rehabilitation plan.- Psychological assistance.- Timely pain relief at all stages of rehabilitation.- Transfer, if necessary, to other medical institutions or hospital departments.- Patient education or their caregivers or family to the specifics of care and prevention of possible complications. - Provision of nutrition and, if necessary, food products for special medical purposes, etc. - You can familiarize yourself with the full range of rehabilitation services provided in inpatient conditions on the website of the National Health Service in the section Requirements of the PMG 2024/item 23 or via link.  

How to find a facility that provides inpatient rehabilitation services?

You can undergo rehabilitation at any medical institution that has an agreement with the National Health Service of Ukraine for the package “Rehabilitation assistance for adults and children in inpatient conditions”. To find out the address and contacts of the medical institution, you can:

– call the NSZU contact center 16-77, the operator will tell you which medical institutions have an agreement with the NSZU for inpatient rehabilitation of children and adults, as well as the address and contacts of the registry; - on the NSZU website using the analytical panel (dashboard) “Electronic map of places of provision of services under the medical guarantees program”. Select the region, settlement and “Group of services” in the filter field – “Rehabilitation assistance for adults and children in inpatient conditions”. Where and how to complain if they refuse assistance or demand payment?

If, when applying to a rehabilitation facility, an internally displaced person is denied services, is required to pay for services covered by the Medical Guarantees Program, or make a charitable contribution, this is a violation of the patient's rights and the terms of the NSZU contract with the medical facility. In this case, you must file an application regarding the violation:

– by calling the NSZU contact center at 16-77, the operator will help you record the complaint.
