On August 17, the head of the Chuguiv city military administration, Galina Minaeva, took part in the second meeting of the headquarters on preparing housing and communal services facilities and the fuel and energy complex for the autumn-winter period of 2026/27 and ensuring its sustainable implementation under martial law.
The meeting of the headquarters was chaired by the Minister of Reconstruction, Infrastructure and Transport of Ukraine Mykola Kalashnyk. Representatives of central authorities, regional military administrations and communities took part in the work of the headquarters.
At the state level, joint actions are being coordinated today to prepare in advance for the new heating season and be ready for any challenges that winter may bring.
Following the results of participating in the headquarters meeting, Galina Minaeva reported:
– During a frank conversation, we talked about the problems that concern frontline communities today, in particular, compensation from the state budget for the difference in utility tariffs, blocking of accounts of housing and communal services enterprises for debts, legislative regulation of the procurement procedure, etc.
For the Chuguiv community, the issue of preparing for the coming winter is especially important. We know well how vulnerable critical infrastructure can be during war, so we have no right to wait until problems arise.
The city authorities are already making every effort to ensure that our community enters the autumn-winter period as well prepared as possible. The constant focus is on the readiness of housing and utilities, heating and water supply enterprises, provision of backup power sources, creation of necessary reserves, preparedness for emergency situations, and ensuring the uninterrupted operation of critical facilities.
The issues of energy security and the accumulation of energy resources were discussed separately, because the stable passage of the heating season depends on the coordinated operation of the entire system - from the state level to a specific community.
We understand that a difficult winter lies ahead. But we also understand our responsibility to our residents. That is why we are preparing today - systematically, responsibly, and ahead of schedule.
Our task remains unchanged: to do everything possible to ensure that the homes of Chugui residents have heat, water, and electricity, and that all critically important community services are ready to work even in the most difficult conditions.
