As part of the panel discussion "Dialogue of Communities with Parliament", together with the Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk and people's deputies, the participants discussed key issues of community and regional development.
Representatives of 44 territorial communities, as well as heads of district military administrations and district councils, participated in the Congress from our region.
«"For the Kharkiv region, such discussions are of particular importance, because every decision at the state level directly affects the safety of people, the resilience of communities, and the possibility of recovery. It is extremely important to be able to convey the current needs of our territories, the real situation, and the challenges we face every day. A special emphasis at the meeting was placed on legislative initiatives aimed at supporting communities, in particular, strengthening the protection of frontline territories," said Oleg Synegubov.
Also among the main topics is European integration and its impact on the development of communities in the Kharkiv region.
Together with the heads of the relevant parliamentary committees, the Congress participants discussed in detail practical issues: prospects for the administration of local taxes and fees; civil protection: evacuation, development of shelters, creation of voluntary fire brigades in communities; the current state of local budgets, prospects for reverse subsidies and preservation of 64% personal income tax in budgets after 2027; reform of the senior specialized school and its implementation at the community level; development of international cooperation of communities and regions in 2026–2027.
