The situation with houses No. 140 and No. 141 on Horishnogo Street, damaged by Russian shelling, has received a certain resonance on social networks. The questions asked by their residents are answered by the deputy mayor for the activities of the council's executive bodies, Konstantin Barmin.

– We understand how painful the issue of restoring their homes, damaged as a result of the attack by the «shaheeds,» is for the residents of Klugino-Bashkyrivka. The position of the city military administration is principled: we must immediately restore these houses so that each resident can return to their apartment as soon as possible.

However, the path to the start of real work is not only construction, but also a huge amount of paperwork and expert work that we have already carried out.

What has already been done to house number 140?

– A thorough expert examination was conducted to determine the extent of damage and ensure the safety of the structures. Design and estimate documentation (DED) was developed and approved.

Why did the process take so long?

– We faced objective difficulties: during our preparation, the legislation in the field of restoration and procurement changed significantly.

The tender proposal review stage is currently underway. The total cost of the major repairs is over 24.5 million hryvnias. This is a big responsibility, so checking the participants' documents takes time - we need to make sure of the contractor's qualifications so that the work is performed qualitatively and transparently.

What about the completion dates?

– We plan to complete all work by the end of 2026. This is a realistic deadline that takes into account the complexity of the damage and technological processes.

I thank the residents of the building for their patience and understand their despair. But our common task is not just to repair the walls, but to bring life back to your home. Every step is now being taken to ensure that the restoration is reliable.

What about the situation with the house at 141 Horishnogo Street?

– We are constantly monitoring the situation with this building. I would like to inform you that we are currently entering the final stretch in the preparatory stage: the development of design and estimate documentation (DED) is nearing completion.

Why did the preparation take longer than expected?

– We took into account the experience of neighboring facilities and the difficult lessons of changes in legislation. To prevent delays at the construction stage, we immediately include in the project of the 141st building:

    Updated state building codes (DBN) regarding the safety and strength of structures.

    Modern energy efficiency and inclusiveness requirements, which have become mandatory according to recent changes in regulations.

    Current market prices so that the tender does not fail due to a lack of participants, as often happens due to inflation.

What will happen next?

– As soon as the final amendments to the PKD are made, the document passes state examination, and the issue of financing these works is resolved, we will immediately announce a tender for major repairs.

The city military administration understands: every resident is waiting to return home. We have passed the most difficult bureaucratic stage – survey and design. Ahead is the selection of a reliable contractor and the start of restoration work.
