Kharkiv region is among the leaders of digital transformation in Ukrainian regions

The Ministry of Digital Transformation of Ukraine summed up the results of the digitalization of regions for 2025 in order to assess the effectiveness of the activities of CDTO and digital teams of regional military administrations. According to the results of the study, Kharkiv region was among the leaders among front-line regions, scoring 49 points.

«"Despite the challenges associated with the War of Independence of Ukraine, the Kharkiv region continues to implement digital solutions and develop modern services for the population and business. This contributes to improving the quality of governance, accessibility of services, and the stability of the region under martial law," said Andriy Dorozhko, Deputy Head of the Kharkiv Regional Administration for Digital Development, Digital Transformations, and Digitalization (CDTO).

The Digital Transformation Index is an important tool for assessing regional development. It serves as a kind of roadmap that allows you to improve the quality of public services, make them more convenient for citizens, and identify areas that need improvement.

Every year, regional military administrations submit information on the state of digital transformation. Based on this data, the Ministry generates an analytical report that reflects the overall level of development of digital processes in the regions. The maximum possible score is 100 points, which is determined by 126 indicators.

The index covers key areas: the development of digital skills of the population, the digitalization of public services, the state of digital infrastructure, the development of the digital economy, and the level of digitalization of territorial communities.

At the same time, digitalization actively contributes to the development of communities. As of today, industrial parks operate in 93 communities of Ukraine, and technological and scientific parks in another 24. The expansion of 4G mobile communication coverage in over 23 thousand settlements creates opportunities for remote work, education, and entrepreneurship development.
