This was announced by Prime Minister of Ukraine Yulia Svyrydenko during an away meeting of the Government in Odessa.
«"We have begun preparations for next winter. The priorities are the protection of energy facilities, the development of distributed generation, the provision of additional power sources for heat and water supply facilities, and the decentralization of heat supply. The work envisaged by the regional resilience plans has already started. Our task is to ensure their implementation on time," Yulia Svyrydenko noted.
In total, the Government has allocated UAH 12.85 billion for the first work on preparing for the next winter within the framework of regional resilience plans. The funds will be directed to 209 critical infrastructure facilities in frontline regions and the Kyiv region. The allocated amount will finance the protection of 24 high-voltage substations by the Recovery Agency, for which UAH 3.5 billion is provided. Another UAH 9.4 billion was directed to frontline regions and the Kyiv region.
UAH 2.931 billion will be spent on implementing measures to protect and restore critical infrastructure facilities in the Kharkiv region, in particular in the energy, heat and water supply sectors.
«"I thank the Government and personally the Prime Minister of Ukraine Yulia Svyrydenko for the systematic support of the regions, which work every day in conditions of increased risks," emphasized the head of the Kharkiv Regional Emergency Management Agency, Oleg Synegubov.
The resilience plans of the regions of Ukraine are a set of measures to prepare the energy system and housing and communal services for the next heating season. They were developed by the Government together with the OVA and local governments.
Key elements of each plan: protection of energy facilities, development of distributed generation, ensuring uninterrupted heat, water supply and wastewater disposal, decentralization of the heat supply system in large cities.
The total financing needs for the measures are estimated at UAH 278 billion (EUR 5.4 billion). To cover this, the Government is working to attract financial resources from international partners. Co-financing from communities for municipal facilities is also envisaged.
