eRecovery is a state compensation program for housing damaged or destroyed as a result of the actions of the Russian occupiers.

The program was launched in 2023 and currently allows victims to receive cash compensation for current and major repairs, as well as in the form of a housing certificate, which allows them to purchase a new home to replace the destroyed one. There is also the opportunity to submit applications for compensation for reconstruction on their own land.

According to the terms of the eRecovery program, funds for the repair of damaged housing and the reconstruction of destroyed housing are credited to a special eRecovery bank card, which can be opened at one of the program's partner banks. The current list of banks can be viewed at website.The funds can be used to purchase construction materials and services from contractors who have joined the project. programs. 

Priority in providing assistance is given to combatants, people with disabilities as a result of war, war veterans, family members of deceased servicemen, mobilized, large families, people with disabilities of groups I and II. For damaged housing: parents-educators of family-type orphanages, guardians/caregivers, adoptive parents and foster carers, orphans and children deprived of parental care.

There is also a separate funding line for the e-Recovery program for IDPs who have lost their only housing. The government has allocated UAH 15 billion to provide housing certificates for IDPs.

To receive compensation, you must first submit an information notice or application for damaged or destroyed housing, an application for payment, and open an eRecovery card. This can be done through the «Diya» mobile application in the «eRecovery» section, through Action portal, ASC or at a notary.  

Subsequently, the local government commission records the damage, assesses the extent of destruction, and determines the amount of compensation, in accordance with the formulas and checklist approved in regulatory legal acts, and makes a decision on providing compensation. 

After reviewing the notification, application, and inspection report, the commission determines the amount of compensation and makes a decision on the calculation. 

For destroyed housing, a housing certificate is displayed in the Diya application, or is sent to your email when submitting an application through the Diya portal or the ASC.

From the moment the application is submitted, the local government commission must, within 30 working days, make a decision on the calculation of compensation or refusal, justifying the reasons. 

The consideration of the application may be suspended by the commission for 90 days if documents are missing or it is impossible to reliably establish the fact of the destruction of the dwelling.

Within the framework of the program, applicants can receive funds for home repairs in the following categories: 
• Category A – payment of up to 200 thousand UAH. 
• Category B – payment of up to UAH 350,000 for the repair of damaged apartments and up to UAH 500,000 for the repair of damaged private houses. The funds are credited in two tranches – 70/30. After the first tranche is spent, an interim verification report must be submitted, which is checked by the local government commission and a decision is made to credit the second tranche.

Payments for repairs under category A must be spent within 12 months. For category B – 18 months. Payments for reconstruction on your own land plot – 36 months. 

For destroyed housing, the following is provided:
• A housing certificate with which you can purchase a new home. 
• Cash payment for the construction of a private house. Available to owners of destroyed private houses who have a land plot in a safe area. The funds are credited in two tranches - 50/50. 

With a housing certificate, you can purchase an apartment, house, dormitory room, or invest in future real estate. The housing certificate can also be used as a contribution within the e-Housing program. The housing certificate is valid for 5 years.

Housing purchased with a housing certificate cannot be alienated for 5 years. Compensation funds for a housing certificate are credited to the seller of the property after the conclusion of the purchase and sale agreement.

After the compensation is calculated, the Diya application will display information about the housing certificate. If the application was submitted through the Diya portal or the ASNAP, information about the certificate will be sent to your email. 

To implement it, you must submit an application for booking funds through the Diya or ASC application or portal. 

If the program account has funds to sell the certificate, within 5 days the citizen receives a notification about the possibility of selling the certificate. 

If there are insufficient funds in the account to reserve a certificate, the application will be placed in an electronic queue.

After confirming the reservation of funds, the citizen has 30 days to redeem the certificate. To do this, you must:
• find the home you want to buy and negotiate with the seller;
• terminate ownership of the destroyed housing;
• contact a notary to draw up a purchase and sale agreement. 

Within 5 days after the transaction is completed, funds are credited to the seller's account. The account must be opened in one of the state-owned banks of Ukraine.

The final reporting includes:
– if you received funds to repair damaged housing, after the repair work is completed, you must submit a final report. This can be done in the application or through the Diya portal or the ASC.
– for final reporting on the funds of the cash payment for reconstruction, it is necessary to put the facility into operation and submit the final report via the mobile application.
– in the event of misuse of program funds, compensation recipients are required to return the funds in full.
